In Stadium, a Donut (or Doughtnut) refers to the car doing tight circular spins, leaving skid marks that resemble a donut.
A donut is done by holding bugslide inputs at low speeds (<75), after a neoslide (<191), or after a drift (>191). No countersteering is required, unlike the donuts in real life.
Even when the correct inputs are held, the car can still lock into a noslide, which can result in a much larger circle. The car needs to be sliding in order to initiate a donut.
